Issue is that the character the fogman is using the quirk of is an "important" character in the flashback.Without reading the spinoff, we're told that Eraserhead had a named friend close friend the moment we get the revelation with a gas man. This is supposed to be a major revelation and it feels meh both with the spinoff and without it, the difference being how sudden it is structured and how the left field it is(and still is).
Without the spinoff it's a "literally who" who was introduced solely to be a part of gasman to connect to Eraserhead.It's almost like Hori off-loaded the flashback to the spinoff-mangaka that clogged the plot so that he won't get called out for making a character out of nowhere for this major revelation.

A chapter or two with them dealing with each other and the actual agency in a normal would have helped instead of constantly skipping to somewhat dramatic beats, now we're having Izuku gain powers and learning to use them off-screen.

Varying kinds of villains given slight attention instead of every one of them being some mongoloid that wants to kill everyone around them. We're given an idea of what more average heroes do and how their sidekicks/police get shown actually doing anything. It's also allowed to explore outside the fucking school or near the school or places directly related to it so it can actually show a wider variety of places and things going on.

It wouldn't sting so much if Hori actually decided to commit to either end of his series, instead of doing a barely half-way for both that gives neither the attention either part needs for it to work.1 year for an arc that contributed only minimally to the main plot also hurt.
Maybe this wouldn't be so much of an issue if Hori actually gave the students any concrete semblance of a life outside of the school or AfO vs OfA , if he made a smaller class to start with or just culled the students/lessons to have actual character interactions. Having it take place in a school and hero schooling instead of focusing on actual important shit like proper character interaction and progressing the war between AM and AfO was a mistake.
