You start with part 1 just like with any other thing. I prefer the manga to the anime since David Production sometimes fumble with the budget.
The anime can be split into the modern adaptation by David and the OVAs. The latter only covering parts of part 3 but having really good animation. The modern adaptations are hit and miss, part 1 and 2 are good, whilst the first season of part 3 is boring as hell and the second season of part 3 barely has any budget. The animation for part 4 was awful aswell but they apparently fixed some of the issues with the Blu-ray release. The latest adaptation was their best season (animation wise) since part 2. I'd actually recommend to start with the earliest OVA (1993) and then start reading part 1 if you liked it.
