thực tế thì có, nhưng ông sẽ khó (nếu không muốn nói là không thể) có giấy phép để thực sự lái một cái khinh khí cầu

Lý do?

-Yêu cầu cho khinh khí cầu quá ngặt nghèo, chỉ có các công ty hoặc ng có điều kiện tài chính mới đáp ứng đc

-Ngoài giấy phép sử dụng, ông cần giấy phép bay, nơi bay, trần bay (tránh va chạm với các phương tiện khác trên ko)
