It mostly comes down to the philosophy behind the systems
The switch exists to sell switch games
Ps4/Xbone games mostly exist to sell the PS5/xXboneXx's specs
There's also the issue of attitude with some of Sony's first party development groups, ie: the director at naughty dog genuinely being afraid of designing a traditional game because of it seeming childish
Or things like God of Boy where their focus testing fodder was finding spectacle fighting too difficult
Then there's the few smaller studios making your generic fodder that don't get any sort of publicity, making your various mario parties and the sort
Insomniac seems to be doing at least half well, but it seems they're running out of interesting ideas and scale of importance creep is actively damaging their ability to make ratchet and clank games even moreso compared to their drift into it being a full on third person shooter rather than a balance of shooting and platforming.
Can't really speak for microsoft, but it appears their strategy is trying to leverage the xXboneXx to try and keep only thing they have left keeping windows on the desktop in the consumer environment by actively fucking with development and going out of their way to break things like proton.
