Story seems to deal with a post-apocalyptic Earth where something is wrong with time, causing things to decay at an accelerated rate. The babies tie into this. Upon your death, the baby will be released from the tube, where accelerated aging brings him to adulthood so he can replace you.
The protagonist is a guy who has to deliver things across large distances, presumably because no infrastructure left.
There's an organisation called Bridges, which is maybe the remnants of the US government, and the protagonist seems to have gotten on their bad side.
This could all be completely wrong.
