They're an independent agency, so they can't directly do things. They usually don't have go to court because companies will listen to what they say, If somebody ignores them, then they take legal action.

On top of what >>16517675 says, the ACCC only initiates legal action when enough Australians have made a complaint about a practice. Individually they will intervene on your personal behalf. I had the telecommunication ombudsman (does roughly the same job) do so with Telstra, our major Telco, and Telstra still sold my "outstanding balance" (which should have been outright canceled according to the terms we came to through the ombudsman) to a debt collector, but one mention that I'd handled it through mediation with the ombudsman and they apologised, hung up, and I never heard from them again.
When enough similar cases build up then it becomes a bigger issue, as was the case with Valve. I remember reporting them to the ACCC back when Borderlands 1 released on Steam, and instead of actually launching they added another four days to the countdown for Australian users because the Australian launch date (for consoles mind you) was after the US release, violating their "this game will be ready to play in X hours" sale principle.
I didn't get shit then, because the ACCC doesn't act instantly and the game had launched by the time it responded, but they did eventually get back to me and, as we all know, now Valve offers a variety of refund options.

Not really. The ACCC is relatively new (1990s) being born out of older legislation from the 1970s.
It doesn't just cover consumer protection but also deals with shit like monopolies and mergers and things, to make sure consumers aren't put in a place where they can get fucked over down the road.
It's basically what a government should do, if anything, in a free market to protect the consumers from racketeering.

99% sure. Sony are offering services in Australia that in no way meet the criteria for consumer protection. It won't be the first time Sony have lost either. They tried to ban modchips back in the early 2000s and they were struck down by the High Court because Aussies have a right to modify their hardware and get around regional restrictions if they feel like it.
