I would go with the SNES mini. Its decently powerful and the UI is pretty nice. It also has save states and save state replays which are a nice touch. As far as compatibility, I've only run up to GBA titles on mine, not sure how it does with anything more advanced, but it's really good for everything up to that. Only problem is storage space. Theres no easy way to get expandable storage and it's not super high capacity. More than enough for SNES games and a couple GBA, but PS1 would fill it up super quick I would imagine. That said, if you want a gimmicky little console with a slick UI to do some basic modding, that's what I'd go with. But if you want max compatibility and storage space, go with a raspberry pi. The PS Classic isnt worth it either way

i got one of each as birthday/christmas presents and honestly if i had paid for them myself i would be fucking furious. the SNES classic has a nice shell but frankly you can go buy a fucking shell online and wrap it around a Pi and accomplish better than the same thing for less money. the playstation classic is monumentally bad and i'm surprised even sony was stupid enough to release it; the games that it comes with are pretty shitty honestly and hacking it is more of a process than it really needs to be. i understand the appeal; i too like to sit on my couch and play videogames, but honestly for the price of both you could build a competent dedicated emulation PC, rig it up with a decent frontend and get some controllers (or just use whatever you have lying around) and get a far better result, with far better emulators, far more modular/easy to upgrade and with a far better "shelf life". don't get either, because neither is worth the money even a little bit

Just get a USB splitter and plug in whatever storage you want. I only got mine last christmas and just got bored enough with it to order a usb splitter off amazon for like five bucks. Still haven't bothered to put PS1 games or later on it though. But everything up to GBA works fine.
It's got a nice interface and the shell looks good. The controllers it comes with are nice but the wires are too short. To be honest, I've spent more time fucking around and autistically perfecting box arts and sorting my folders than I have spent playing the games. But once I had entire sets with all the box art, it has encouraged me to try out some games I never would have tried before.
Yes, you can just run it on any other computer. People saying that as if everyone doesn't know that already are dumber than the people they're making fun of. That said, if you don't find one cheap then I wouldn't bother.

If your gonna be using it mainly for modding, I'd suggest a PS Classic, I have both so I'd think I have some authority on the subject, the UI and controllers on the SNES Classic are great but seeing how they use Ninty's own controller format you can't really just hook up any USB controller and play. PS Classic is very good, while it's a bit harder to mod (requiring a bit more effort espiecally in modding the internal games) it has the reward of being able to play virtually all PS1 games, pretty much anything before it aside from autistic shit like the Saturn. And can even do some light dreamcast emulation. The controllers works pretty well for SNES games and shit even if the SNES Controller is obviously superior for SNES games.

these people are right and wrong, while the pi may have more emulation and shit, it's a good package, you get a case, 2 USB controllers, an actual damn device that has PS1 games built in for around 50 ish bucks depending on where you look thanks to the Classic's fucking monumental failure. SNES Classic is still fucking great and I'd suggest if you have cash later down the road to get it even if it's just for the save states. But for the PI, getting all that stuff would probably cost around 100 bucks cuz cases and all that autismo.
Also at the moment Autobleem > Bleemsync but get pbPSCReAlpha and I'd suggest getting the 3D covers as well because imo they look really nice but to each their own.

I didn't have any consoles when I was a kid because I was poor, the only video games I played were at my friends houses occasionally or random DOS games at home. When I got older to get my own computer and discovered emulators, I played SNES games that I found to be genuinely good and unlike anything I had played before. On the other hand, I always found PS games to be janky outside of a few exceptions. It's not even comparable, because by the time of the SNES 2D game development was already well matured.

Not the best, but not terrible. It's doable if you can find one for very cheap. You're usually better off getting a SOC these days (like ODroid or something. People go on about Raspberry Pi being cucked, but it's far from your only option) and just hooking that up to your CRT through an active HDMI-to-S-Video adapter.
