If you want thoughts and a critique, I'm more that happy to do both.
Thoughts: My first impression upon looking at your character, was that they attached a beanbag chair to their head. I won't say that I don't find the character cute, because it does has some charm, but there are a few design flaws that I personally see in the sprite that keep me from fully enjoying it. I think I can explain it better in my critique, but this is a nice summary of my thoughts
Pros: This sprite is bright and colorful, using a fun color scheme. The two colors do contrast enough so as to not become muddy, which is important in keeping her different parts identifiable whilst in motion. It's also fairly unique from the current marketplace (not so much as when sprites were as popular, making now a good time to debut the character). Like I said before, the character isn't bad, but it does need some tweaking from an aesthetic viewpoint.
Cons: I mentioned this before, but her head is being eating by a large orange slime. This is mostly due to the shading, but also a few missing details in general. If that is hair, then shading shouldn't be uniform throughout her hair. There should be lines of darkness and highlights as light hits the uneven surface. I made a little example image. Also, her headband should be under the back of her bangs, not just flat on top. I see you are going for more of a chibi style (nothing wrong with that), but her shading and proportions don't match each other at all. You've shaded in breasts, but her chest is actually flat, her fist is the size of her forearm, but her upper arm is larger than her thighs, etc. And in my opinion, if you are going to do a chibi style like this, please add in some blushes. Now, the example image I made is obviously suggestive, and I implore you to design the character in your own way, but it does give an example on how to make her silhouette more interesting, shading, etc… Another point for a stylized chibi, is a good rule of thumb: Balance. What does that mean? Look at your character, everything is chubby, making each of her pieces look like part of a whole potato. A common trick to use is to make some parts thin (like her upper arms, knees, or whatever), then go big from there. That helps separate her limbs from her body visually, while mainting a balance in size. A practical example of this is sonic character design (noodles into huge gloves and shoes). A less extreme version of this is mega man design (classic and x), even though megaman isn't a chibi, the principle is still there.

I can understand wanting to give her hair distinct segments but it was a deliberate choice on my part a long time ago to give her a "hair blob" instead because I like it way more than the segmented look. I prefer it more than her having distinct ends at her hair since it appears more fluffy to me. Also the reason her chest is flat is just because in this frame of the idle it's compressed, and it sticks out more in later animation frames. I will concede about the headband needing to be behind her hair bangs though.
This is my original concept for her, which I hope makes my choices on her sprite make more sense in context.

Hey, don't know if it helps you any, but since I'm just terrible with coordinating hands and brain, I've found out a fun trick to make sure my shitty meme edits don't come out too bad:
I start off by drawing with my tablet whatever I want without caring too much about how clean it comes out, trying to just get the shapes right enough that they look good for the purpose, then I switch to a new layer with the Pen Tool and with a mix of mouse and tablet I begin tracing back the picture by also making sure the lines curve right, or add some extra touch with the tablet itself. Makes it so the picture looks cleaner than it really is.
