You can play as Coco in every level of the remakes of all three games. They forgot to make it so you could play as Crash in levels that were originally Coco's levels, though. They're only in Warped and there's only like eight of them. You could be right, I wouldn't put it past a modern dev, but it seems more like something that nobody even thought of.

looks like it was intentional. if you can make a character selector for every other level, why not the other 8 or so coco levels? i doubt the character models and skeletons are so different.

I would imagine they just figured "wouldn't it be cool to let you play as Coco in the platforming levels?" They didn't think to have you play as Crash in the few levels with a vehicle that usually only Coco rides. To be fair, I'm also pretty sure Coco can't use Crash's vehicles in Crash 3 remake (except Baby-T since he's in platforming levels), though i think she can ride the hog and bear in Crash 1 and 2.
