Yes, these were awesome for me and actually, from the sources I got them, most of the games worked perfectly fine - on a CD with 30+ games, there would be 4 or 5 at most that wouldn't work so they were well worth it. Some of the old DOS and Win9x games I have archived have originated from those CDs, transferred from backup media to backup media as the years passed by.
Don't know if it was the same for you but where I live, after you got hold of one of these CDs, there was .txt documentation in their root folder with a catalog, instructions and an e-mail address that you could use to order more CDs by email (some even had a nicer catalog and order forms as DOS .exe executables or html pages, with pics and descriptions of the games). You could order other pre-packaged cd-rom game collections, or order a more expensive custom made cd with only the games you wanted (each game on the catalog had info on how much space it took on the cd, so you could fill the cd-rom up to 650 MB).
I must have bought around 10 of these, some pre-packaged, others custom made, between 1997 and 1999. I believe each of these CDs cost the equivalent of about $30, already adjusted for inflation, the custom made ones cost a bit higher, probably $40 or $50 in 2018 dollars.
