It wasn't some paradigm shifting gift from on high but it was still an entertaining mix of physics shenanigans, superpowers and mass murder; being able to take out half of an enemy base with a thrown sports car covered in mines is pretty goddamn fun no matter how you slice it.

Renderware is technically not an engine but a toolkit for creating games. That's why games that use it can be so radically different from each other and why despite the license going exclusively to EA Rockstar was able to still use a modified Vice City engine for GTA LCS and VCS, simply because it counted as their proprietary engine.
Gamebryo is the same deal, which is why Bethesda can sneakily claim that Skyrim's engine has nothing to do with it.

Crackdown 3 isn't anything particularly special I'm fine with admitting that. As good as 1 not at all , maybe not as good as 2 either but it's still a decent game and it's still has what makes Crackdown work.
Honestly recently I played though Dad of War and it was such a boring fucking slog by the end, and I also played some of the beginning of Spider-Man PS4 right after Dad of War, but I had to stop since it still just felt like more of what everyone else is doing rather then it's own game.
After those 2 playing Crackdown 3 now just feels like a breath of fresh air since it's still Crackdown and not the hodgepodge of mechanics and design that every other open world game is nowadays.
It just feels like a Video game that wants me to play it how I want rather then a wanna be movie.
It should be a better game, after all this time, but i'm just thankful it isn't as bad as it could be in this day and age.

Early Gen 7 game graphics has 2 shaders per model sometimes 3 shaders and later Gen 7 games graphics has like 5-6 shaders per model mostly and using up the CPU power too for more graphic budget and for unnecessary graphic effects.

You can tell the game was worked on for a long time with little success, and they just threw the final product out there half-baked to recoup costs. However the havok engine is indeed impressive, and I believe it's better optimized than whatever physics engine Crackdown 3 is using now.

Crackdown 3 was fine. I had fun with it. Not a LOT of fun, but it has it's moments and it doesn't forget that it's supposed to be a game and not some Oscar-baiting pseudo cinema affair. At least the single-player portion. Never tried the multiplayer part, so I can't really say much on that aside from the fact that it LOOKS like irredeemable shit. It was also made by an entirely separate dev team because Crackdown 3 was never meant to be anything more than a commercial proof of concept for cloud-assisted processing. Remember that "Young Conker" hololens demonstration they had? Yeah, that's basically what Crackdown 3 was originally planned to be. A recycled property they felt they could gut and use the skin to drape over an entirely different product. The single-player portion was a post-hoc toss-in because everything else MS had in the pipeline either bombed or was canceled. A lot of pressure was being put on Crackdown and even that early on it was clear they weren't going to be able to make it work right. So in a lot of ways, I'm surprised it actually turned out as well as it did.
The only major flaw with the game that I noticed was that the driving sections were completely skippable and had no real purpose in the game at all. Fast travel between plentiful checkpoints made driving slower than just going places on foot - and it's not a good design decision to give the player all of these platforming super-powers that let you double/triple jump from roof-top to roof-top… and then expect players to restrict their use of the central gameplay mechanic to sit in a fucking car and drive around. Sure, you can get some decent vehicles later on which let you climb up buildings and transform into a tank - but that's after you level up driving skills an insane amount, which requires you to drive in the first place. And it may not have even been all that bad, after all they have races and car activities to engage in to level it up, but the car physics are completely fucked and floaty to the point of being useless. The most useful thing about cars in Crackdown 3, and the most fun you'll have with them, is picking them up and using them as projectiles.
The aiming is a bit of a disappointment as well, at least on the PC side. There really should have been an option to shut off targeting and instead let you aim down the sights to tighten up your cone of fire. Free aiming feels fine.. not great, but passable when you're in close range, but bullet scatter makes anything mid-long range about as effective as sniping with a shotgun loaded up with buckshot which only contains one pellet. However, the lock-on system isn't all that bad when you stop thinking that shooting is a core mechanic of the game, and realize that maneuverability is the name of the game. It does feel satisfying to snap-kill enemies while leaping over barricades, doing mid-air dodges, etc. And you still get a significant advantage from using a mouse - it's just that your precision is not focused on aiming, but on maneuverability, which is really the core mechanic of the game anyhow.
Graphically, it's nothing special. Sucks to be people who fell for the "Most Powerful Console" meme, but on PC it fits much better right along side indies and games from over a decade ago which are still well regarded and widely played. The graphical options on the PC side are fairly comprehensive and there's a nice suite of benchmarking tools. It's extremely well optimized for a Microsoft game and it has no problems keeping steady performance at 60 or 120fps. There's a few stutters here or there, but I found they ironed themselves out the longer I played and it's likely to get patched out fairly soon.
Plays fine, looks ok, runs great. That's about as much as you can hope for in a current year Microsoft game. Not the best Crackdown game, but it could have been a hell of a lot worse.
