That varies wildly from person to person.
For me, it took about 80 or 100 minutes to draw this and that's including the fact certain parts of it were traced it's from a reaction image if you can't tell. With actual coloring you'd be looking at adding another two or three hours onto that.
For an entire portrait I think it would take even longer.

I've been trying to draw for years now, though I did procrastinate like shit for long periods and it's just not working properly. There's the eventual fluke, but then I go on a downward spiral after that.

Not necssearily. Drawing helps give the painting more form but it can be done without. Watch literally any Bob Ross episode to learn how to paint without drawing anything.

Attempting to paint something without a sketch will require far more mastery on your part than it otherwise would. I don't know why you think it would make things easier on you. A painting still has to include all the information that a sketch would, plus far more in addition to that. Jumping straight into painting requires you to tackle every single visual problem at one time: perspective, line quality, line weight, composition, light, surface reflections, color, all that shit still has to be in the painting for it to be any good, and with the additional fun of not even having the roadmap that a sketch would provide.
Paintings still contain lines and they way they're used is even more complicated than in a sketch.
Bob Ross was a master who had been painting landscapes for a lifetime and developed an extremely specific workflow that didn't require sketching. If you asked Bob Ross to paint the Taj Mahal or literally anything else, he wouldn't be able to drop a masterpiece out his ass like he did on the show. He'd have to draw it first like everyone else does. Ignore people who jump straight into painting for now.

A pressure-sensitive tablet and brush might be a good start, and working on larger images as well. Getting decent lines on small images with a flat pixel brush compresses the amount of detail you have to work with. With those tools and that scale, one errant pixel can completely change how a line or curve feels, or jut out as a mistake. The feedback from where pressure was applied doesn't hurt, either.

Another thing, if what you're trying to draw is making you so miserable that you don't want to continue, it may be a sign that your subject is too difficult. You have to learn to crawl before you can walk, and drawing a person or a skeleton well requires that you already be really good at a lot of simpler drawing problems and know them instinctively.
It shouldn't be endless suffering. You have to choose things to work on that you have a chance at succeeding on so it gives you an occasional sense of reward. Otherwise you're never going to continue to the harder stuff.

Practice gesture and rhythm drawing. Drawing ONLY from the elbow and shoulder. If still struggling you can go old school. Get and easel and big paper (I used to use A0) put charcoal on a long stick like the end of a paint brush. Stand at the easel arm out straight and pratice drawing circles in one sweep. Trying to see it first, draw with your mind not your arm. Do that for two months, the results will amaze you if you do it right and not mindlessly.

I have several xp-pens and wacoms, the idea of drawing from the elbow or shoulder are the same on paper or tablet. Watch Aaran Blaise he rarely uses just his wrist unless he is fiddling with small things. Also work big, many underestimate just how big the original format in a digital drawing is. I have a raw PSD file from Aaran and it's around 7000x5000 big, takes about 4 gigs to load. Concept artists will tend to work big on a quick sketch, use the lasso tool to select it then shrink it and put it somewhere else on the canvas.
