Why wouldn't you then specialize Scotland to potato and whisky production so you can have the best product at the cheapest price in the global market and thus gain leverage to buy as many commodities from other countries as you wanted to?

The whole concept of borders to economy really doesn't make much sense. Things are produced where it's the cheapest to produce and sold where they can be sold for the most expensive price, this is what happens at a local level, shifting it to a global level does not change any of this.
