NFSU2 probably has the best physics in the arcade racing genre but other than that it has terrible AI. NFSU 1/2 didn't invent customization, but they pushed it to the point you can say your car is truly unique if you deck it out yourself.
If you try to play any racing game of a similar style that came out past 2006 or so you'll find out with few exceptions they all have even worse AI and just garbage physics.
With that said you basically have no choice other than playing a shitty game if you want more racing games with customization, so I'd say pirate nfs2015. Be aware it really is terrible.

Midnight Club games have some pretty good customization, you want 2, 3, and LA, get the dub remixes, and don't hope you can play online cause the multiplayer is dead.

The most realistic racing game I've ever played was Forza motorsport 4 tbh. Not only were the physics realistic, it also had quite a lot of customizations (mostly just creating your own paint job but still. You could tweak everything the way you wanted it and could even save settings for specific cars on specific game modes and specific tracks. Unfortunately, it is a console exclusive. But, I'm going to say right here that Forza motorsport beats it by a mile concerning gameplay. Honestly I was blown away once when my friend let me play it on his console. My friend was angry about the microtransactions though.

Despite the weird choice of graphics that game showed what Capcom or rather, the codemonkeys they hired to make the game could do if they wanted to make a game that is not a shitty rehash of Street Fighter and gave it a decent budget. The build autism in the game was close to GT's, it's a shame it didn't take off and become a franchise. Thoroughly enjoyed it along with the one >>15862067 mentioned.
