I checked those earlier, and you're right, but I just didn't see them discussed so often, then again I hardly entered the DS/PSP threads so maybe it is just me. /v/ charts have a lot of great games, but I find they sometimes have ones that are just okay, or because of a lack of alternatives for their genre on that platform, or recommended just for their uniqueness.
Here are some recommendations from me, from most to least recommend for each platform while I'm here, plus I'll try to note the amount of talking in each game:
PSP
>Monster Hunter Freedom Unite
Little to no story/talking, pretty sure tutorial is optional. Can be kind of hit and miss for some people, and very grindy if you are autistic about getting matching sets of armors, and it has a high learning curve, but it can be also lot of fun once you get the hang of it. Personally I'd first go for 1 or 2 skills that I like and make a mixed set of armor from whatever I can scrounge up, then grind for something better if I'm having trouble. Sword and Shield is probably the best choice for a beginner weapon. As far as I can tell they're all supposed to have roughly the same dps though, but I had faster kills switching form Long Sword to Great Sword once I understood the basics of monster movement.
>Metal Gear Solid: Peace Walker
Good, but I'm not sure I recommend without having played the previous games. The bosses kind of suck until you get to Pupa, where I felt the game picks up after that. I remember being able to skip cutscenes (except the few with QTEs), but I don't know if you're required to watch them first.
>Ace Combat X: Skies of Deception
Ace Combat on the PS2 was surprisingly a lot of fun, presumably the same here.

Little to no story. You make blobs jump by tilting the whole Earth. Personal favorite of mine though it's kind of dumb.
>Tactics Ogre: Let Us Cling Together
Actually I haven't played this one yet but /v/ often praises it. This and the FF tactics game.

Weird game that isn't talked about enough. You manage a dungeon's ecosystem that kills adventurers. Weird game.
>Castlevania: The Dracula X Chronicles
Remake of Rondo of Blood, one of the most praised classic Castlevania games (before they became metroidvanias).
DS
>Trauma Center
Doctor game where you slice up genetically engineered bioweapons and defuse bombs. Quite a bit of talking though.
>Phoenix Wright: Ace Attorney
Pheonix Wright is probably the most interactive VN I've played, being a VN it has lots of dialogue so maybe not recommended if you don't like dialogue IN GENERAL, but the first case of each game basically thrusts you right into the thick of it so I think it's definitely worth a try.
>Chrono Trigger
I played the SNES version, it's my favorite RPG.
>Professor Layton
Puzzle/Riddle game.
>Ghost Trick
Decent story but goddamn did it seem to have more talking than actual gameplay.
>Nine Hours, Nine Persons, Nine Doors
Initially a SAW-esque VN that become focused on urban legends, conspiracy theories and pseudoscience. Lots of fucking talking, esp. at the beginning, before it starts to get good and you actually care about any of the characters. You also have to fast forward through it each time you replay for a different ending.
GBA
(I think the DS should be able to play these, but you can also use TempGBA4PSP)
>Metroid: Zero Mission
Remake of the first Metroid for NES, contains new bossfights and additional section after the main game. Should be no dialogue.
>Wario Land 4
My favorite Wario Land because it's the fastest paced. Basically no dialogue.

Criticized by /v/ for being overly linear compared to previous metroids, but being chased around by a fully-upgraded clone of yourself is an unforgettable experience. Little to no dialogue.

Decent Zelda game. I don't remember much dialogue aside from the intro, I don't know what you'd consider to be "too long" though. Has some permanently missable items.

Good Zelda game. As far as I remember little to no dialogue.
