Faction stuff is better, though I hated almost every character. The writing sounds like it was written by young liberals. Everyone puts fake foreign words in their dialogue. The writing is still dry and dull as fuck, but better then the first at least.

Companions suck, and pretty one dimensional. Even Eder, a decent character in the first game, turned into a retarded animal lover farmboy.

Itemization was good until Sawyer autisticly nerfed everything by half their original power.

Gameplay is worse with the remove of Vancian magic. You just spam your best spells now.

Unrelated to Obsidian, but what exactly is the appeal of Dungeon Siege in the first place. I hate the idea that games can become dated, but when I briefly tried playing Dungeon Siege 1, I found it to be fairly boring and forgettable. Then again, it could be one of those games that gets much better when you get later in and have more options.
