Long story short only americans got so little space for anime, and they still had a ton to work with, most notably comic book shops with VHS of OVA's or movies… in big cities, that's a given. Outside we got tons of anime as it had cheaper rights than many western cartoons, it is not rare at all to find people in their 50's who remember seeing Gundam, Macross, Candy Candy, Astro Boy, Cyborg 009, Speed Racer, and so on. Everyone saw a lot of anime.
Now with the GITS series: I remember one channel broadcasting the series, along with other "obscure" stuff like Cowboy Bebop and Evangelion, as early as 2001.
Stop embarrassing yourself on the subject man, or at least explain to me and to all of us what do you consider mainstream
