For something polished like you average Shovel Knight or Shantae I imagine a budget of around 3-5million is right around the ballpark.

Seems like the thread's dead anyway but it's worth mentioning that it appears the censorship was originally going to be way more harsh on consoles so that the patch would have more reason to exist on the PC version, but now everyone's getting the same version. Makes sense that they'd be frustrated if they had been working for the past month to get PEGI and ESRB to budge on the censorship and succeeded, only to be met with backlash anyway.

LuciferSolutions pointed out something I didn't even notice, PlayWay is only the publisher for the console versions. Steam lists the PC version as self-published by Madmind Studio, so there's really no substantive reason as to why the ratings board would be interfering with the PC version, unless it's Steam putting on the pressure. If I had to guess, I'd say the censored endings show explicit pederasty, that's the legal complication.
