Technically, but because no one will listen to the jumble I say, I'll just say a few things then shut up.
Fox Engine has LUA, but it needs to have hardcoded actions for each game made. The LUA scripts simply set up motions, gameplay and checks to call these hardcoded routines. It's not much of a dynamic engine as you'd think, so it's not easily a MGSV mod. If it were, you could drop the data files into TPP, then suddenly the game would become Survive.
But it is a mod of the Fox Engine codebase from the Phantom Pain branch. So you could probably say it's a mod of MGSV. Whatever.
