Well, while I haven't played this game in particular, I played many games where the requirements for a PC are way bigger than the ones for the PS4. Plus I played lots of bad ports where when googling about the crashes and FPS drops I found out that it wasn't my fault and even people with multiple GPUs and over 16gb of RAM were having the same problems.

Using i7-7700k, 1070, 16gb ram and I have yet to run into framerate or stuttering issues. However, the game in general is not as smooth as the ones before it. It becomes painfully obvious when enemies fly around as you run a horse through them. Its just slow.
I appreciate how they got rid of the switch weapon spam combat from 8, but it looks like shit and plays like shit so it hardly matters. I've only tried a few characters but I can't motivate myself to continue. The game is a solid 4/10.

You wanna completely break the game? Well, you have 4 trigger attacks, mapped the Ys way, on the R1 trigger and in conjunction with any of the face buttons you execute an attack. These attacks are a launcher, a stun, a knockdown and a special attack that recharges compared to the other three. The three trigger attacks change the "state of the enemy" so when you push square after any of these a different set of four hits will come out. That's fine but if you hold the Trigger attacks down and charge them, you can break the enemy, bypass hyper armour, stun them and deal good damage, even on Chaos, possibly stunlocking even if you are a complete noob and 100% infinite them no problem. On the highest difficulty with the damage-spongyness.

This is probably the worst Dynasty Warriors game that's been made.

Everything that made a Dynasty Warriors battles unique or interesting is now watered down to the point of being absolutely useless.
Take for example the Yellow Turban Rebellion in the previous DW games. You had numerous side-objectives ranging from destroying magic casters, to destroying urns to cause the enemy army to become mortal, and stopping things like tornadoes from halting the Coalition advancing forwards. All of these helped move the frontlines forwards, and you were always in the heat of battle with allied officers and soldiers who helped you with the fighting.
Now instead of having a well thought out and planned battle with its own custom map, you now have battles that are separated between vast plains of absolute nothingness. You decided to go and destroy those urns that power the Yellow Turban army? Congratulations the enemy General is 2 levels lower now, nothing else. Now you want to go to the other side-objective? That's on the other side of the map! Hope you like riding on a horse for 8 minutes while you do jack shit and absolutely nothing happens because the AI doesn't actually fight or advance if you're not even there.
Instead of an actual DW battle where the flow is constantly shifting and changing due to charges, ambushes, blockades, and other things, it fucking feels static and completely useless. Never before have I played a Dynasty Warriors game and actually felt this way.

I am kinda really tired you guys don't know about initial slowdown of warriors games. Am i the only person on this board who knows about it? The more you play - the more performance improves. First times you see some special effects they load into the game, but next time stop slowing down.
In Nvidia control panel disable anti-aliasing, put anisotropic filtering on 4x, everything else on performance. Then in game there are three options that can be easily sacrificed: Antialiasing, DOF, Ambient Occulision. Mind you AO can be tolerated because its one thing that keeps this game's textures looking contrasted. Also if card is completely shit here's an advice, the thing that really lags the game is unit count, not graphics.
Then you get into the battle on your native 1080 resolution, wait till game starts slowly speeding up, do some basic moves with your characters and after 30 minutes or so game loads all effects and starts functioning normally.
Its the problem i had with all koei games. They ALL have this shit with slowly improving performance the more you play. Even Nioh has that. The game continues to load its shit during play. Technically its very easy to play it on maximum settings, its just you need to know this shitty gimmick. This is how PS4 users play too.

I just wanted to write something about koei, that was on my mind for a while, you can ignore this wall of text if you wish, its just a shitty bump of this thread anyway.
Koei doesn't give a fuck about reviews. They don't, this is part of their evil scheme to sell more of their games. Initial base game is always shit, it always gets a backlash, but then addon comes out and it becomes mandatory. I remember latest Nobunaga game, when first came out, created a gigantic wave of negative japanese reviews i followed for a while, claiming that koei always makes shit games to make buying a PK/XL expansion mandatory, because it was essentially a downgrade from Tengoku game they released before it, which was grid based classic nobunaga with deep gameplay mechanics, and new nobunaga was casualized mess with shitty army vs army head to head battles. And yet they released the game everywhere they could, and most importantly when PK expansion arrived, as always it became mandatory and the main version for english and chinese speaking users. They even made the damn second expansion in a vein of taiko risshiden games, with character based gameplay (which follower concept of adventuring as a samurai and eventually rising up as a lord going into nobunaga no yabou like phase, which was also main gameplay of ROTK up to X, very similar to popular Crusader Kings game here).
So as you can see from this example the backlash meant nothing, they sold 3 different versions of the game at 3 different times. Same with Samurai Warriors 4, SW4-II (which exist only because capcom sued them for inventing "expansions"), Samurai Warriors 4 Empires, Samurai Warriors 4 Sanada Spirits - 4 fucking gamemodes sold like seperate games.
This company doesn't give a fuck about reception, it only treats people who buy first versions as cash cows and idea guys, then uses their money and dries them only to release actually better version later. So this DW9 "failure" doesn't kill the series, because in motherfucking japan the entire company is being poured shit over all day every day, and most of the reviewers butthurt chinks (by the way chinese dub and sub is in the game, just not available in the options).
Their audience are clueless buyers, people who need their new "warriors dose" and people who can't wait for the next version, so they end up buying all dlcs (koei has its own whales), all versions of the game and eventually every koei product in general. Their marketing relies on first version being shit, so people more eagerly buy "upgraded" version for the same price as full product. The price never fucking changes, and this keeps their company afloat. Tecmo part of Koei is going to help this cancer even more, because actually good games like Nioh from this studio will create even more diverse profit from varying degrees of tastes in the gaming market.

While there have been Empire and XL versions of Dynasty Warriors games since 4 released, they're not really tech demos or short of content in a manner of speaking. Talking about healing in this game, this is the biggest revamp i felt on the gameplay. Now you don't get items like "defense up" or "attack up" or "restore health onigiri" or some shit i usually got in normal DW games. Now you actually need to collect money/resources and go to your local store to buy/craft vigor pills and panaceas. And this changes the game a lot because health does not regenerate, and you cannot find any health on your battlefield. You constantly need to prepare yourself for every battle, and if you will fast travel out of it you might lose allies and certain enemies will respawn.

Cooking is extremely overpowered in this game. One meat broth and i feel like i am dealing 3 times more damage.
Also don't clear up castles on chaos, it will only lead to more butthurt if you accidentally die to a boss. I cleared up entire Zhang Jiao quest line, then started to clear up his damn castle from all ice/wind/lightning supporting cunts, but only ended up being killed in one shot.
Then got really fucking angry that i have to do it all again and just musou'd the guy multiple time with panaceas after reloading. Its always much harder to do a mission properly because the boss only gets stronger the more time i take clearing up his troops, at first time i got most of unique heroes inside his damn castle. Wasn't worth it at all.
Also this game has another performance issue that after a while of big battles this shit overflows itself and starts lagging just for the sake of it. Lags after big fights only end after running around on a horse in pure emptiness.
Apparently i picked this game up 6 days ago, still playing. I have no regrets, it can be both fun and frustrating but only as long as you play on chaos. Not really difficult though, because any situation can be resolved by grindan and side quest completing.

I wanted to write an honest opinion on the subject. I know i shitposted here a lot, and some of the shitposting looks more like shilling, but here's one truth about DW9 in comparison to previous titles:
DW9 is a casual title that is much more casual and easier than even DW8 was
Now, since my explanation out of the way let me explain why. First of all i own DW8XL and DW8 Empires on PS4, and i believe honestly this was a great purchase since those games have their best available versions on this platform. However i pirated DW9 on PC and feel this game deserves only pirating.
First of all new combat system is trash. By removing requirement of doing combos it allows you easy access to invincibility frames through bumper button mashing. If switch in your opinion in DW8 was bad, then bumper attacks (or shift attacks if you're using keyboard) in DW9 are much worse than that. Nothing can fucking break you from executing them and you can spam them indefinitely. As a fucking Liu Bei i used the attack that throws people into air and could just mash lmb to watch people die. Zero fucking tactic in choosing your attacks except rolling from powerful attacks of opponents like Lu Bu before executing them. In DW8 you have a lot of vulnerable frames when your character before executing a combo can be hit, in DW9 you initially can begin by entering into invincibility frames without even needing musou. Musou is also much less useful than bumper attacks, only really powerful opponents benefit from musou attacks and you can spam them by having lots of spirit pills in your inventory.
Inventory system allows you instant cheating. You can just grab loads of elexirs and spirit pills at shops/wilderness and become invulnerable even on chaos against any opponent, even the one that overlevels you. The new aggro system does fucking nothing since you have less vulnerabilities in your attack frames. And easy access to infinite musou unlocks you ability to cheese any encounter.
Open world mechanics allow you to cheese any encounter, and grappling hook is a part of the problem. Its amazing that this game prepares player for a big fight with lots of additional scripts and encounters and then player just kills the main boss by spamming dodging all of those. If developers were thinking with their heads they shouldn't had allowed player to grapple hook through fucking gates, because that eliminates any battle before them. DW8 had gatekeepers and events that open gates to force player to defeat first objectives first before getting to the "boss", now you can cheese EVERYTHING, from giant battles being skipped by killing important characters, and scenes where you need to "escape" being cheesed by grappling hooking into another side of the castle. The worst part someone actually designed interesting encounters before you cheese, and they all can be just skipped.
TL;DR - this game is the most casual DW to ever exist. It could be easily fixed by restricting items, removing grappling hook at keeping combo system intact, but now even chaos is a fucking easier than easy in dw8. People who never seen DW series other than casual experience won't look into that of course, but again what koei does currently is casualizing already casual experience. I am done with this short review, i hope you will understand there's no point in shilling/protecting this title for gameplay reasons, and not because of open world, bad optimization or bad graphics.

I also have some nitpicks, such as how extremely easy it is to simply craft your character's best weapon by going to a good rare coin farming spot (there are four specific locations designed to throw them at you by the dozens for the cost of some Fish Bait), buying the scrolls for it, and fetching the materials from any of the hundreds of spots for the relevant materials. This makes anything under Chaos a breeze. However, playing at any difficulty seems to yield the same rewards no matter what, so there is no incentive to really play any difficulty level beyond what you're comfortable with. There is simply nothing to "earn" in the game, as outside of your weapon, the gems and accessories are a very minor point of customization.

Low fps is a huge problem in this game. New combat system may look bad at first, but it breaks if you have slowdowns. You're supposed to combine various trigger attacks together to form a more controllable combo.
The problem is this combat is very fps dependent and the game just doesn't work like it should if you have it below 60. Consoles like base xbone or base ps4 have it even worse with 15 frames per second.

I always have that issue with Koei games. First it began with Warriors Orochi series when 1-2 games i tried to find redeeming qualities in story mode and asian mythology surrounding it, and then in 3rd ultimate i found fun only on high miasma levels of gauntlet mode with combat changing items adding parrying and invincibility frames. Then in SW4 i tried to have fun with character movesets and adored storyline until i hit the 50 level cap and got bored, haven't played expansions yet. In DW8 Empires i was disappointed by how lacking the events were, and how i couldn't port character levels into next campaign, but still tried to roleplay my own kingdom and had fun with customization options and playing on chaos.
In this game i am even more on disappointed side of the fence. Like the concept of a good open world china game somewhere within the developers idea, but the realization is so terrible that it makes the whole idea look wrong. I am waiting for Empires expansion, because open world is only viable for that kind stuff, but i fear they will manage to fuck up that one too. Reminder DW7E had more events and endings than DW8E, it was a huge fucking downgrade in who you could be.

Steam workaround for controller support DOES work for pirated versions of the game. It was a serious pain in the ass to setup, but you register DW9 as a "non-steam" game, then follow all the other instructions.
Even that didn't work for me at first, but I think running steam as admin helped for some reason. Not sure exactly what I did tbh, but it works now.

I think the worst thing about DW9 is that you have absolutely no impact on the story.
In virtually all prior games you could complete various tasks to make a mission go differently, maybe saving a particular officers life or killing an enemy. The exact level of impact on the story varies, but usually if you did enough you would get an alternate ending scenario, or at least a bit of extra story.
In DW9 NOTHING you do matters. Even in the classic battle of Chibi it doesn't matter if you rescue Huang Gui or chain the ships or anything. The fire attack goes off as planned no matter how you play it, and even then it happens in a cutscene. There are no hypotheticals, no routes, and none of the side objectives matter.
