Back when the law was more ambiguous they occasionally would do things like block protocols like Bittorrent, block things like VOIP services that competed with their own services, and redirect searches on other search engines to one that gives them ad revenue via services like Paxfire. You won't see cable-style packages precicely because they were used prominently in pro-NN arguments, if they tried that it would just lead to NN being passed again. However it's hard to think of any way that repealing it is an improvement - Paijit argues that it'll help fund ISPs building more infrastructure, but what are the hypothetical NN violations that would change ISP infrastructure strategy and be acceptable? If ISPs raise money by blocking/slowing competing VOIP services or whatever is that supposed to be a good thing?
