As for Blind Punish in particular it might be that they are trying to remove effects that work only for one type of enemy SIGNI or LRIG. I wouldn't be surprised if we don't see any "this card costs X less if the opponent is a [Color] LRIG".

The main problem with Mayu during Spread is that it just kind of comes out of nowhere and didn't have a decent explanation for why anything related to her and Tama/Kuro happened. It gets better in Lostorage because by then the weirdness has been accepted and the supernatural stuff being due to lingering spirits is both a slightly better justification while being vague and flexible enough to support stuff like the selector games getting new formats and variants.
The idea of the selector games being caused by experiments or some other mundane reason isn't a bad idea, but it would require a complete rewriting of the story right from its foundations. A Wixoss with that premise wouldn't just have a different plot but also different themes. For reference, Kamen Rider Gaim is what an Urobuchi story written around toys looks like.

I strongly disagree that it would be a good idea to go that direction, even from the start. Making Mayu's powers come from a human source changes more than just giving an explanation for where they came from.
As it is now the selector battles and white room are concepts that are amoral in the world. People, especially Mayu, exploit them of their own volition to cause evil, to get revenge or further their own ends. The main characters as it currently stands are trying to stop the selector battles whilst the opposition is trying to continue them for their own reasons. It's a struggle over control rather than a struggle against.
"It was just humans / aliens / spirits" would go a long way to make it more mundane and to give intentions to the whole thing in the first place. Now there would be a clear entity to blame for the problems caused and also a clear entity which's defeat would be the main goal of the cast.

The lack of budget is obvious. There is huge variation in the quality of character animation and backgrounds between episodes and even scenes. Conflated feels rough and unfinished. I do find it disappointing that Takara Tomy didn't bother with what is the finale to the anime that launched a hugely successful TCG. There are some nice ideas and well thought out scenes in Conflated, so it looks like J.C STAFF tried with what they were given.

That dosn't really make it better. Impure is impure. Also the scene is framed in such a way that I don't think Ulith was specifically trying to manipulate people, she appears to have just taken advantage of the fact that someone saved her. I think the entire scene is meant to make the attitude transition for when Hanare shows up in the end more believable as it frames Ulith as wanting someone to care for her. If that is the case though I would hate the scene even more as it would imply that anyone would do whereas Sachi has a history with Rumi and is quite possibly the only person to have cared for her other than Aki but that's a different kind of relationship. Ulith's change in attitude in the end would be all the better if it were out of the realisation that someone is truly dedicated to her in such a way that they would search for years to be together again but the scene does seem to counteract that somewhat.
She also really didn't have much to gain from manipulating some random on the street considering she's inhabiting Iona's body at the time which must come with a wealth of resources and influence and just trying to mind-break random people neither seems effective nor in her style.

I really just got too invested in Ulith. I played the card game before watching the show and people kept saying that it was very gay so it just happened to be the character I got invested in that turned out to be not gay enough. That and that this problem didn't exist in the original series it was introduced in the movie and served no purpose.
