Communities don't exist. Not as actual, acting, choosing entities. The word "community" is an abstract aggregation; a fiction which makes it easier for us to think and talk about lots of people at once. A community cannot decide anything, it cannot do anything. Individuals who are thought to make up part of the community can, but the community itself cannot.
