Not necessarily. Old stashes of floppy disks sometimes turn up in places like eab.abime.net (Amiga forum), and a good portion of the data gets recovered. But the more time passes, the less chances of recovery.

And then there's stuff that just disappears from the Internet, like pic-related. Maybe the last copy even exists on a floppy drive in someone's attic.
