I was going to say Romulan geneticists were doing experiments to enhance breast milk, and one of the failed retrovirus vectors they were using got out and infected the entire populous, rendering their breast milk nutritionally deficient. Only humans were immune, and they needed to get a human female with breasts so they could starting cloning up tanks of tits to make nutritious milk. Cpt Hendricks and her ship just happened to be the closest to the neutral zone on a rather boring and routine assignment, when a Romulan ship captures her vessel kidnaps her.
Upon reflection this is a bit too close to the Klingon forehead retcon for my taste, but if someone wants to flesh this out into a properly autistic story I release it for anyone to use for any reason.

Do Romulans/Vulcans lactate? I doubt it's been established in the show, but I can see the Romulans losing/cutting the ability to lactate through their genetic overhaul (they can produce specialised infant nutrient broth easily enough to not need the natural stuff). The want to experiment with human breastmilk as a medical trial, looking to transfer human antibodies or installing a collection of modified human milkers on designated ships as a luxury/emergency food supply. In the first case a well travelled starfleet officer would have the best developed set of antibodies to pass on, and in the second case she could have been 'rescued' from a crashed or badly damaged federation ship. They'd probably consider running tests to find a way to maximise the subjects production both in quantity and quality.
