It seems there is some misunderstanding.
It's not HTTPS itself got blocked.
Many government websites are HTTPS too.
What changed is that they can officially, actively using the method that enable them to look into and gather every log history of any person loging in to HTTPS sites.
And they're saying that this is to wipe out problematic pirate sites. Which is, bypassing this method as soon as it started to take effect.
They are harming the people's privacy hugely just to ineffectively cope with internet piracy.
