They say the idea is to supposedly save energy across suburbs. Instead of having street lamps, they want a blimp that shines light. That could make a lot of sense. Even if it didn't save energy, you might prefer it. It would be different than street lamps. But, that's not really their motivation, is it? In preparing for a nuclear winter, they're trying to find ways to light crops, right? Is that true? Would an artificial moon be good for that? Is that really what that is? Or is stockpiling simply better? Well, how many nuclear winters do they plan on producing in a row? They're causing nuclear war on purpose and trying to come out on top. Ning nong. Nong ning.

If you mean nuclear winter in that the atmosphere would be so full of dust and debris as to cause a winter due to lack of solar input, the a blimp would not be a good idea, especially for something the size of china, since the atmosphere would abosorb so much of the light. Also, how would they power it? Now, your average chinese person might be well below the official party statistics about how smart chinese people are, but there are so many of them that obviously there will be some abdunance of smart ones - smart enough to not do something this dumb.

A 'blimp' can hover anywhere from a foot off the ground or higher, all the way up to where the atmosphere begins to thin. They could realistically light a football field up to several dozen square miles fairly easily and it could even be tethered with a powerline. Would that kind of light be sufficient to grow crops? They could have many of these speckled throughout an area. This is something they are seriously developing, that we know of. The question is about why they are really developing it. .... Why are they causing a nuclear war?

What would be an alternative to nuclear war? Depending on the size of the impact, artificial asteroids might be a better option. We should ask, what is the purpose of harboring nuclear weapons? The main purpose is supposedly as a deterrent. ... Okay then, these serve the same use, but have less associated issues. If nuclear war happens any time soon, people will demand an alternative. This will likely be something seriously considered then. It is true these could be just as devastating, so restraint would be required. But, there is a scenario where these really are the overall preference.
