The entire internet, off, like its all on one switch, from 1 provider, 1 modem, 1 router, 1 server, with one power source? As long as there's power and wires aren't cut there will be internet somewhere. It might resemble a large LAN, but it can't be shut off without shutting down every wired computer as well.

That being said, I didn't do shit on the internet until 2005, the entire world functioned just fine without it AND mobile phones. All the infrastructure is still in place to go back to wired phones. No internet? No problem. Oh, wait there is 1 problem, you'd have to listen to boomers to adjust to it.
