it should be possible, but maybe theres some kind of secret contract that disallows it for everyone who is not japanese. its very likely that anyone who is caught creating such materials somewhere else gets taken to a re-education camp until they create non cute things like the others do

before ww2. both east and west are lack of cute cartoons . but after ww2. cute characters happen often in both side . maybe because the increase of baby boomers customers and gaps of incomes was fixed by ww2.

theres some.. but even those examples were made many years ago. the anime thing is actually very unique.. west make funny cartoons only but in japan they make them even like movies but animated instead of using human actors.
theres so many kinds of anime but pretty much all western animation is for kids who cant even talk yet
