Speech can never be banned from anyone nor can anyone be punished by the law or any official because of speech, no matter how sinful, unless it is taken in vain of God's name.
The Bible has the death penality for actions, but never for words except for taking God's name in vain. So someone thinks this should be applied to government, one thinks that all should have the right to say all things except taking God's name in vain. This is how one thinks the freedom of speech should be. God is His Name.

No federal and nor state government(s) may have a or some department(s) at all. Local government(s) are only allowed to have a single department which is to be only one department, in order to enforce the law, this will be its only purpose. Local government(s) may work and or warrant and or punish, within localitie(s) that are not their own but they must do so always according to the law of the locality where such action(s) of the law enforcer(s) was or were done.
The president's job would be to make sure the localities are following the constitution. The president doesn't get paid to be president, representstives do not get paid to be representatives, senators do not get paid to be senators. The election process will be the same as it use to be. The cabinet doesn't get paid either. Also the president can only make sure the localities are following the new consitiution, nothing else. So no president can declare war, no one can declare war. If America has been attacked, local militia can attack, but never national or federal or statewise. There is to be no national, federal or state militia at all.
All subsidiaries of companies are to be made seperate from their parent company, and the parent company will be split and become no more existing. No company shall own a portion of another company, unless this portion is owned by said first company exclusively and aithout the funding of another other company at all. No company may share land with another company, if companies own land on the same acre or lot, they are to divide it accordingly and can be done through trading and or negotiation. No company may give any resources to any government source indefinitely, this includes land, shelter and raw materials. No company shall put and or make restrictions on how raw materials can be used or not used, and or be tradeable or not tradeable, and or be produced or not produced, and or be extravagated or not extravagated, and or be found or not found. No thing shall restrict anyone or anything from using the resources of the Earth, if such is or are not owned by any human yet. No thing shall enforce the killing of any life, if the life that is killed is not to be eaten or such life is not a direct immediate threat to the state of life of another life.
