1) Allow the enemy to build its army to the fullest extent if damaging intel is known against the leader.

2) Expose the leader of that army as traitor to that army.

3) Take control of that army by cutting the head off the snake (remove leader).

The Art of War - capture the army rather than destroy it. Minimal casualties with maximum benefit.

Now, replace army with media/social media/government/etc.

We are watching this happen now. This is why Facebook, Twitter, CNN, etc have been allowed to continue. If they have not been destroyed, then they will be captured.
