Don't many books end up on public library shelves bought with public funds, especially Biographies.. are bribes paid in part with defrauded public funds funneled through publishers offshore?

If it were found that many sorts of corrupt practices were being ran through Publishing Houses (Laundering, Price Gouging in education materials + indoctrination of youth..etc) would the examination of transaction & financial records yield account #'s overseas tied to state actors and agencies.
