I absolutely believe the numbers are fake and with CDC's guidelines of adding Covid19 to suspected (not confirmed) cases is horrible policy.

I was just curious to see if I could replicate Qs chart with the source data.

So, I downloaded the csv referenced in Qs post for up to week 12, pulled it into excel and created a pivot/chart. I was able to reproduce the same chart showing the decline with the week 12 data. Now I was curious to see what it looks like closer to date.

I downloaded the CDC data for up to week16. Pulled it into Excel, pivot and chart.

I wonder if the last week in the CDC weekly archive file does not contain the complete week of data, because if I include week 16 in my chart, it looks like a drop. So, I rendered the chart with up to week 15 and here are my results.

The CDC Data is double dipping. If you download their CSV you can see that when you add the individual state data is does not equal the same number as their overall total for the United States. Everything is so sloppy and careless.
