I thought I heard in one of the Maui vids a local said they had smart meters. An anon here posted info showing that they had the capability to turn a customers power back on remotely. This seems to be a poor design though because the switch gear inside is no where big enough to engage 200+ amp service. Apparently it is not uncommon for these smart meters to overheat and catch fire on start up.
Anon opted out of smart meter upgrade and pays $8/month in penalty for that.
