US hints at what happens if Zelensky is killed

Washington confirms “continuity of government” plans exist for Ukraine

Secretary of State Anthony Blinken said on Sunday that the Ukrainian government has “plans in place” to ensure the “continuity of government” should President Volodymr Zelensky be killed. Zelensky insists he is still in Kiev, but western officials have already reportedly planned to set him up as a leader in exile.

“The Ukrainians have plans in place that I'm not going to talk about or get into any details on to make sure that there is what we would call continuity of government one way or another,” Blinken told CBS News when asked about the prospect on Sunday, adding “let me leave it at that.”

The US’ top diplomat then called Zelensky and his cabinet the “embodiment of these incredibly brave Ukrainian people.”

Blinken, President Joe Biden, and a broad array of NATO and Western leaders have offered Zelensky similar messages of support, as well as shipments of arms and humanitarian aid. However, decision makers in Washington and Europe have explicitly ruled out direct military intervention, and refused to implement a “no-fly zone.” The latter, which Zelensky has repeatedly requested, would see the US and NATO commit to shooting down Russian aircraft over Ukraine, a move that Moscow has said it would consider an act of war.

Although Zelensky’s military is receiving a steady stream of western weapons, Russia has been advancing through Ukraine in the 11 days since its forces first crossed the country’s borders. Some cities have been taken by Russian troops and others - including Kharkov, Mariupol, Volnovakha and Kiev - are currently encircled.

This encirclement has given rise to speculation that Zelensky might have already fled Kiev. While the president has appeared in nondescript surroundings during most of his recent video addresses, he released a video on Instagram on Friday purportedly shot in his Kiev office, saying that “nobody has fled anywhere.”

Despite Zelensky’s declared commitment to the fight, US officials have already brainstormed plans to extricate the Ukrainian leader. Days into the conflict, Zelensky was reportedly offered an evacuation from Kiev, which he said he refused. According to reports in multiple American news outlets over the weekend, Western officials have discussed supporting a possible Zelensky government in exile, as the Trump administration attempted to do with Venezeulan opposition leader Juan Guaido in 2019.

Plans mooted reportedly include Zelensky governing from the western Ukrainian city of Lvov, or from another European country. Some political figures in the US and Europe, most notably former US Secretary of State Hillary Clinton and British Prime Minister Boris Johnson, have suggested supporting a possible Ukrainian insurgency against Russian forces in this evantuality.

Trump jokes about false-flagging Russia into war with China – media

Bomb Russia with Chinese-flagged planes, former president reportedly chortled

Former US president Donald Trump joked that Washington should “bomb the s***” out of Russia using F-22 fighter jets emblazoned with the Chinese flag during a speech to Republican National Committee donors on Saturday.

“And then we say, China did it,” he continued, according to CBS News, which cited sources present at the event. “Then they start fighting with each other, and we sit back and watch.”

The audience reportedly got a good chuckle out of the president’s suggestion, which they may or may not have considered during the runup to Russia’s invasion of Ukraine, a period in which Secretary of State Antony Blinken dropped the phrase “false flag” on a near-daily basis.

Unlike the US and its allies, China has deliberately avoided being swept up in the sanctions frenzy triggered by the conflict in Ukraine, remaining studiously neutral. Beijing has obvious advantages to gain by the US tying up its finances and war machine in a drawn-out conflict with another world power, and while some Chinese entities have withdrawn from doing business with Russia, others have seized the opportunity created by the financial troubles being waged on Russia and inked major deals with the country.

The Chinese Foreign Ministry has denounced what it referred to as “illegal unilateral sanctions” imposed on Russia in response to the invasion, ordering the West to steer clear of “harm[ing] the legitimate rights and interests of China and other parties” with its financial punishments.

Trump was eviscerated in the media last month for describing Russian President Vladimir Putin as “savvy” and “brilliant” for his actions in Ukraine, words which triggered many of the same pundits who made their careers denouncing him as a Russian puppet. He subsequently pivoted to blaming current President Joe Biden for being insufficiently tough on Putin, insisting “nobody has ever been tougher on Russia than [Trump]” and arguing that had he remained president, Putin would never have invaded Ukraine.

Trump also had harsh words for NATO, however, dismissing the transatlantic alliance as a “paper tiger.” During his presidency, he repeatedly complained about NATO allies not paying their fair share of the costs required to run the alliance and threatened to leave the group entirely. The former president touched on a series of familiar topics during his speech, from the “rigged” 2020 election to climate change being a “hoax”. According to a recent CBS poll, 69% of Republicans want Trump to run for president again in 2024, and the former president has teased such a campaign, promising “we will see a Republican president reclaim that magnificent White House in 2024,” according to the source. “I wonder who that might be,” he continued.

Russia confirms striking ‘Ukrainian Air Force airfield’ in country’s west

Moscow says it targeted a military infrastructure target, Kiev claims it was a civil airport

Russia’s Armed Forces have rendered a Ukrainian Air Force airfield in the western city of Vinnitsa “inoperative” with a long-range precision strike, Russian Defense Ministry said in a statement on Sunday. Moscow maintains that it only targets Ukraine’s military infrastructure during its ongoing “operation” aimed at “demilitarizing” Ukraine.

Russian fighter jets and air defense systems have also shot down three Ukrainian Su-27 fighters and three drones, the ministry’s spokesman, Major General Igor Konashenkov, said, adding that the Ukrainian Air Force lost 11 military planes and two helicopters over Saturday and Sunday.

“Almost all Kiev’s combat-ready aircraft are destroyed,” Konashenkov said, adding that Moscow has “reliable data” suggesting Ukraine has moved some of its military aircraft to other countries, including Romania. Any use of foreign nations’ infrastructure by Ukrainian military aircraft in their fight against the Russian forces “can be considered an involvement by these nations into the military conflict” between Russia and Ukraine, he has warned.

Earlier on Sunday, Ukrainian President Volodymyr Zelensky accused Russia of “destroying” the Vinnitsa “airport.” Claiming that the facility was targeted by eight Russian missiles, he said “Our peaceful Vinnitsa has never threatened Russia in any way,” calling the attack “a brutal, cynical missile strike.”

Zelensky has also once again called on the western nations to impose a no-fly zone over Ukraine, describing such a move as their “humanitarian duty.”

“If you fail to do that and fail to provide us with aircraft to defend ourselves, that would only mean one thing: you also want to see us slowly slaughtered,” the Ukrainian president said in a scathing rebuke.

Earlier, NATO said that a no-fly zone is not an option since it would mean direct military confrontation between the military bloc and Russia.

The Russian Defense Ministry meanwhile announced on Sunday that Russian forces will target Ukraine’s defense industry. Russia called on defense industry employees to leave the premises of defense industry facilities. Russia’s plans have been made public in advance to minimize civilian casualties, the ministry added.

KYIV, Ukraine – About 15,000 people marched through Kyiv on Wednesday night to honour Stepan Bandera, glorified by some as a leader of Ukraine's liberation movement and dismissed by others as a Nazi collaborator.

The march was held in Ukraine's capital on what would have been Bandera's 105th birthday, and many of the celebrants carried torches.

Some wore the uniform of a Ukrainian division of the German army during World War II. Others chanted "Ukraine above all!" and "Bandera, come and bring order!"

However, many of Bandera's followers sought to play down his collaboration with the Germans in the fight for Ukraine's independence as the leader of the Organization of Ukrainian Nationalists, Ukraine's foremost nationalist organization in the first half of the 20th century.

Bandera, who died 55 year ago, remains a deeply divisive figure in Ukraine, glorified by many in western Ukraine as a freedom fighter but dismissed by millions in eastern and southeastern Ukraine as a traitor to the Soviet Union's struggle against the occupying German army.

Bandera was a leader of Ukraine's nationalist movement in the 1930s and 1940s, which included an insurgent army that fought alongside Nazi soldiers during part of the Second World War. Bandera's supporters claim they sided with the Nazis against the Soviet army, believing that Adolf Hitler would grant Ukraine independence.

Ihor Mykolaiv, one of Wednesday night's torch bearers, described Bandera as a man "who fought for the country, the faith and the ideals," but insisted that "Bandera never was on the Germans' side."

However, Bandera did collaborate with the Nazis and receive German funding for subversive acts in the USSR as German forces advanced across Poland and into the Soviet Union at the start of the war.

He fell out with the Nazis in 1941, after the Organization of Ukrainian Nationalists declared Ukraine's independence, and he was sent to a concentration camp.

Bandera won back Germany's support in 1944, and he was released. The German army was hoping the Ukrainian insurgents could stop the advance of the Soviet army, which had regained control over much of eastern Ukraine by then. Bandera set up a headquarters in Berlin and oversaw the training of Ukrainian insurgents by the German army.

His group also was involved in the ethnic cleansing that killed tens of thousands of Poles in 1942-44. The Organization of Ukrainian Nationalists portrayed Russians, Poles, Hungarians and Jews most of the minorities in western Ukraine as aliens and encouraged locals to "destroy" Poles and Jews.

Bandera was assassinated in 1959 by the KGB in West Germany.

In January 2010, less than a month before his term in office was to end, Ukrainian President Viktor Yushchenko posthumously decorated Bandera with the Hero of Ukraine award. That led to harsh criticism by Jewish and Russian groups. The award was annulled by a court in January 2011 under President Viktor Yanukovych.

Kyiv has been the scene of massive pro-European protests for more than a month, triggered by Yanukovych's decision to ditch a key deal with the European Union in favour of building stronger ties with Russia.

The nationalist party Svoboda, which organized Wednesday's rally, was one of the key forces behind the protests, but other opposition factions have said the Bandera rally is unrelated to the ongoing protest encampment in central Kyiv.

US state-run media outlet halts operations in Russia

Radio Free Europe/Radio Liberty accused Moscow of “an assault on the truth”

US government-controlled news organization Radio Free Europe/Radio Liberty (RFE/RL) has become yet another Western outlet to suspend operations in Russia, amid the country’s ongoing attack against Ukraine.

“It is with the deepest regret that I announce the suspension of our physical operations in Moscow today,” RFE/RL President & CEO Jamie Fly said in a statement early Sunday.

“This is not a decision that RFE/RL has taken of its own accord, but one that has been forced upon us by the Putin regime’s assault on the truth,” he stated.

RFE/RL explained the move by the bankruptcy proceedings which were launched against its Russian entity on Friday, and “intensified” pressure on its journalists from law enforcement.

Deutsche Bank Braces For Massive Disruptions Due To Reliance On Russian IT Workers

While Credit Suisse (and, by extension, its clients) face brutal margin calls on their Russian assets, Deutsche Bank is struggling with a different, but equally vexing, issue involving it Russia exposure: the bank is bracing for the loss of more than 25% of its investment bank IT specialists as sanctions against Moscow threaten to cut off the bank's key tech centers in Moscow and St. Petersburg.

According to the FT, the German lender employs some 1,500 people in its Russian tech centers. These employees are responsible for developing and maintaining the software the bank uses for its global trading business, as well as software used by its may corporate banking arm. Since the start of the conflict in Ukraine, the German banking giant has been conducting "stress testing" and "disaster recovery" exercises to simulate the impact should it no longer be able to operate or pay its Russian staff.

The bank has already frozen hiring of IT staff in Russia, and is already looking into moving more of its IT capabilities to other countries, according to the FT.

"All options are currently on the table," one senior DB executive said.

It has also reportedly told German regulators that there was "no immediate systemic risk" to its IT infrastructure, something the bank reportedly confirmed via a three day stress test.

Fortunately for DB, the hardware it uses to store data is all within the EU. Still, losing such a massive chunk of its IT staff would likely have serious repercussions, rendering the bank's order book effectively inoperable.

"No quotes can make it out to the market, no negotiations can make it back from the market without passing through this software," they said. "Trading is complicated and requires real-time support every day…without co-operation from the Russian teams things could start to go wrong almost immediately."

Countries Flood Ukraine With Military Support After Zelensky's Appeal

After Russia invaded Ukraine on Feb. 24, President Volodymyr Zelensky shared a video two days later saying he needs “ammunition, not a ride,” referring to the United States’ offer of asylum to the besieged head of state. Since then, 15 countries have sent military hardware to Ukraine amid Russia’s further invasion.

The majority of arms and supplies from ally nations are being sent via Ukraine’s 310-mile border with Poland, which has become an important lifeline both for supplies and equipment, and refugees looking to flee the conflict.

Some border nations have chosen not to allow military equipment bound for Ukraine to pass through their territory out of fear of Russian retaliation.

On Feb 28, Hungarian Foreign Minister Peter Szijjarto said his country won’t allow “deadly weapons” to be transported through Hungary’s territory while reiterating the government doesn’t want to be involved in the Russia-Ukraine war. Szijjarto cited security concerns for Hungarian citizens as one of the primary factors in the decision.

Despite supply chain and shipping challenges, millions of dollars of ordnance continue to flow into Ukraine from two continents.

United States

On Feb. 26, U.S. President Joe Biden authorized the State Department to send $350 million in weapons to Ukraine. Among the list of hardware on the list are Javelin anti-tank weapons, anti-aircraft systems, ammunition, and body armor.

Regarding the Russia-Ukraine war, U.S. Acting Permanent Representative Aud-Frances McKernan said, “The United States reaffirms its unwavering support for Ukraine’s sovereignty and territorial integrity within its internationally recognized borders, extending to its territorial waters.”

McKernan then added, per Biden, neither the United States nor NATO has any desire or intention to engage in a conflict with Russia, clarifying that there is no threat to Moscow from either.

This is the third time Biden has used his presidential drawdown authority to send emergency security assistance, now totaling $1 billion, from U.S. reserves to Ukraine.

“It is another clear signal that the United States stands with the people of Ukraine as they defend their sovereign, courageous, and proud nation,” Secretary of State Antony Blinken said.

Canada

The Canadian government approved an additional $25 million in military aid to Ukraine on Feb. 27.

Prime Minister Justin Trudeau announced the country would send $7.8 million worth of “lethal equipment” to the European nation during a press conference back on Feb. 14 in anticipation of a Russian attack.

Regarding the initial shipment, Trudeau said, “The intent of this support from Canada and other partners is to deter further Russian aggression.”
