The video doesn't seem related to the image, but less than two minutes in the guy holding the camera starts saying the policeman isn't human. I doubt the arrest has anything to do with coronavirus testing; it might, however, have to do with amphetamine psychosis.

Okay, so he's experiencing a mental breakdown. It's not unusual for cops to be called in to deal with that sort of thing in the US, and handcuffs are part of protocol in many police departments.
