What if Q is AI? Certainly "speaks" like one. Possibly whirring in some NSA bunker. Needing human input from anons to learn quicker or refine some neural pathways requiring human insight.
Read the book in pic. Very similar scenario. 1776 set on Moon colony, with AI as major helper (comms, strategy, coordination etc.)

Maybe a version of "JADE HELM" with more specific directives. If that's the case it explains the 10 days of darkness where the AI must be purged in a sense to prevent bias.
We as humans develop bias, thus if it learns from us, it will develop bias.
