It's Littlepip from Fallout Equestria, but wearing an approximation Peter Gabriel (Genesis)'s Watcher of the Skies costume. At the end of the book Littlepip assumes control of the SPP, a device that allows her to control the weather and from my understanding, observe ponies from above. Something like:

oh well, i do it essentially, by shading directly on paper, and traditional tools, pencil is excellent for this job, most of the time i just need to add colors, and on extreme ways, GOOD ballpoint pens allows you to make very natural gradients. then you can accentuate them with photoshop, or add some highlights but the biggest part of the job is already done and set.
also wether you scan it or use your camera, there is never a 100% white pixel, that leaves enough margin to add highlights, or adjust your tones.

I'm going to be buying some pencils so I can do the sketching and linework right with all the shape guides and stuff maybe a digital tablet if I ever get good and serious enough plus have money coming in to afford one and maybe try drawing on full sized paper instead of half a sheet left over from a printed off shipping label.
Color-wise, what I thought up for her was a Trixie-like blue for the body and a sort of Irish redhead type thing for the mane and tail based on the closest thing to a non-pony waifu I had, which is Cait from Fallout 4 and just kind of came out with the greenish eyes and came to realize while working on the face it started looking like a Rainbow Dash clone on the spot.

Draw bigger. Maybe you're a poorfag who can't afford paper or some shit, but it'll make your drawing look less messy, and errors in your lines due to your pencil slipping and sliding into the grooves of the texture of the paper/whatever surface you put the paper on/your pencil marks will be less noticeable. Also for the same reason, start with a super light sketch (also so your erased marks aren't as noticeable) and then when you're happy with it, go over it with darker pencil/pen.
Typically when drawing pones people will tell you to start with three circles: one for the head, one for the front torso (~1/2 head size), one for the ass (2/3 head size). You know what a circle looks like, right? In your pic they all look a bit squashed widthwise. Practice drawing circles or some shit if it's a mechanical issue.
Use references liberally; artists do it all the time. Also take a look at some guides/analysis that people have already done regarding show pone anatomy and structure such as pic related. They're not perfect and a lot of them are for a very specific style (artists draw pones very differently), but they're good for getting general principles down.

Your hind leg looks significantly larger than the front leg, and as >>309329 pointed out: the taper on the legs is a bit too severe, and they should generally be concave facing towards the front. Tail should be larger. Muzzle shape: Think フ (with a rounded corner and a little bit of concavity in the top). Mane seems to be avoiding the eyes; this isn't necessarily the case for pones.

Just draw.
So that also means starting new drawings all the time, that way you arent locked into any mistakes you make in any one drawing

Ruby isn't quite as well-defined as the other characters. Her situation is different every time in the stories that feature her prominently. It's generally agreed upon that she's a jeweler by trade. The status of her jewel shop has varied from "it's running nicely and she's even looking at opening other branches" to "it shut down and bankrupted her so hard she's whoring herself out to make ends meet." Oh, and depending on the story the shop is either in Trottingham or Canterlot. In the early Ruby threads, she had an assistant named Silver Locket, an earth pony with a light blue coat and a white mane, but she sort of faded away. When Red was created it was decided that she was Ruby's sister, and ever since she's been the only pony consistently in Ruby's circle of friends.
As for her character, I think you could compare it to Rarity's, with a touch of S1 Twilight's snark and occasional bad luck, and just a pinch of Pinkie Pie's appreciation for antics. You could also say that she's clever but not wise. Around the other mascots she's forced to be the voice of reason, even though she's sort of self-centered. Around most though, she likes to pull subtle mischief if it amuses her and she thinks she can get away with it. Yet underneath all of this, she's really, perhaps grudgingly, a sweet and innocent young mare, and thus easily flustered.
Red is a pirate, Aryanne is a Nazi, and Sketchy is God's little mistake. And even looking at the old /mlp/ mascots that were around 4 years ago, Tracy is a psycho and Milky is a titcow. Ruby is different because she's not different. Ruby doesn't have any big gimmicks like that. She is, in every respect, a perfectly ordinary pony. She works her job, dreams of a better future for herself, frets over her sister, and goes through life with an ordinary set of flaws and a developing set of virtues. Just your typical 20s-something small business owner.
Please corrupt her by drawing as much porn of her as you possibly can.

its because everyframe is not drawn, its a special effect i put on the outlines.
its CGI, vectors. the vector pieces are all moved by the software (toonboom)

Well the background is pretty simple and i failed to draw a good bowl, it's all out of shape since my coordination is off from not drawing enough for months and i tried to freehand it instead of using a tool. I envy people who have good line quality and just try to make up for my shit lines with color and lighting fuckery.

I dont have go-to brushes, never had much of a standard workflow between programs, brushes and techniques. I use Photoshop mainly but the brush isnt anything special, just a flat brush with low opacity and flow. I'll switch with using a more opaque setting for the same brush, especially for details. Brushes with broken edges or noise tend to work better for base blends and smudge with scatter can smooth areas out easily. But you shouldn't underestimate the original round brushes, like the soft round is always useful.
The BG is just color blocks but thats how I find starting BGs works for me when I dont know exactly how it will pan out. I decided early on that it would be Ole with Fred's book on a dark BG to pop her out with frontal top lighting instead of the generic 3 observers in lumi's sketch. Getting an idea on what you are going to do for the main lights is crucial for backgrounds if you want the character to feel like they belong in the world which is why I just threw red blotches on her feet near the book, the first rough stage isnt perfect colors and it isnt necessary, especially on Ole but it's generally just an underpainting that would either remind me to do better later or help out on the next phase. The next phase. _2 is just the same process as painting the BG just with Ole on a separate layer above the main color smears. From _2 on it's just refinement on both the BG and character. I painted directly over the red areas with low opacity with Ole's fur color and because I set up the underpainting before hand then half of that work is done trying to get the right colors.
It's best to think of everything in layers even if it's part of the same character like when you try to refine the eye, dont do it all on one layer… break it up to at least the whites of the eyes and the iris/pupil on a different layer so you dont have to worry about it. Same with Ole's hair, in order to get the hair swoosh looking good around her horn and ear I painted over them both, then on a new layer put the horn back in and merged them together towards the end. Lastly, when working with BGs or painting in general (though this applies to drawing too) it's a good idea to bounce around the image so you dont get one area looking too overly rendered or not good enough. For example, because I painted her pussy separately for a while, it ended up looking too detailed so I needed to go back over later to soften and simplify it so it looked like it fit the rest of the image.
TL;DR
>Set sketch to multiply above all other layers
>Use noisy brushes, or low opacity for blending. And use smudge with scatter, otherwise it's shit.
>Make an underpainting on the bottom layer color roughly an idea for your BG. Use whatever you want to establish the mood.
>Make a new layer above BG for character, brush with lower opacity so your underpainting can bleed through.
>Repeat the same process as you did with the BG with more color blocking general colors.
>For effeciency and clean edges, always think in terms of layers.
>Refine both until desired polish.
