Japan is building the Chuo Shinkansen with an intended speed of 500km/h using liquid helium cooling, operating between Tokyo and Nagoya, with a possible later extension to Osaka. The first 42km of the track have already been built and are being used as a high speed test track.

CRRC Qingdao Sifang is developing a maglev train with an intended speed of 600km/h. They are currently conducting low speed tests. A high speed test track is supposed to start construction imminently as the first part of a commercial track from Wuhan to Guangzhou.

CRRC Chengdu is developing a maglev train with an intended speed of 620km/h using liquid nitrogen for cooling. It is supposed to start operation sometime around 2027.

Apparently there aren't any other serious plans for high speed maglev. In Germany, a joint venture between Siemens and ThyssenKrupp developed the Transrapid maglev, whose last iteration achieved 500km/h, and built a 32km length test track. However, the only customer was China, who commissioned a 29km track between Shanghai center and Shanghai Pudong airport in 2004. Transrapid was cancelled and the test track in Emsland was scrapped in 2012.

A common argument against high speed trains is that aircraft are faster. However, high speed trains are superior to aircraft except at medium distances because the trains can go directly into the city center whereas aircraft have to land at airports outside the city. With trains travelling at 600km/h, they become superior to aircraft even at long ranges. A Boeing 737 flies at about 850km/h.

Suppose travel time to and from the airport is an extra one hour in total. Then time t hours as a function of distance d km is t = d/600 for a train and t = d/850 + 1 for aircraft. These lines intersect each other at d = 2040km. So, with this assumption, a 600km/h train should be faster than aircraft out to about 2040km. For comparison, the distance from Berlin to Madrid is 1880km straight, New York to Chicago is 1150km straight, Beijing to Guangzhou through Wuhan is 1900km straight, and Tokyo to Osaka is 400km straight.

Other advantages of maglev:

* The train has no moving parts, so in theory, maintenance costs could be quite low.

* Potentially lower energy consumption.

* Energy can be generated by any means, not just turbofans running jet fuel.

* If not run on coal, its operation does not contribute much to greenhouse gas emissions.

* Not oil dependent, which is good for oil importers.

The first bullet trains were bought from Japan, Germany and Italy. Then they were manufactured on licence in China. The newest trains are manufactured in China using Chinese designs (Fuxing series). Since the Wenzhou train collision in 2011, they have operated without deaths. Apparently they can build and operate wheeled bullet trains without them disintegrating, so they can probably build maglev ones as well.

Lots of buses and trams in North America and frankly, it's faster to walk downtown then it is to ride the bus. You're stuck in traffic. The whole purpose of an elevated train/subway system is to entirely avoid traffic which is glacial even in off hours thanks to all the fucking stop lights. And building a system like that is expensive.

Construction costs are much lower outside of the US and Europe, so it's easier to build mega projects like this.

They also have a much higher population density, so people will actually use HSR.

The California HSR project (which isn't even maglev and will only go 350kph) is currently costing 3 times as much per mile of track as the Shanghai maglev. More cost overruns are sure to follow…
