Parece ser verdade, até normal pra primeira vez. Os carros de auto escola vêm com uma embreagem e um freio no lado do passageiro o que poderia ter evitado esse acidente.

Aparentemente verdade. Acho que a mãe, suponhamos assim, agiu irresponsavelmente e inconsequentemente ao entregar um veículo, que pode ser uma arma nas mãos de pessoas inabilitadas, para alguém sem as menores condições básicas de domínio/controle do mesmo. E, pior, por que a mãe, já sabendo disto, não estava já previamente pronta, com a mão à postos para acionar o freio de mão e assim evitando não deixar o automóvel correr solto até bater sabe-se lá aonde(?!)
