What exactly separates good or especially interesting mecha designs from the bad?

Clearly, Nether Gundam is top-tier in terms of design. Best of the best.

I feel like a good balance between detail, complexity, and readability is one of the most important things.
Some suits just go so nuts and get so overcomplicated you can't tell what the hell you're looking at.
Zakus being a good example, a Zaku II has lots of little details, but is simple and memorable. The Hizack gets a bit cluttered, but is still interesting and memorable. The Zaku III Custom is just a mess.

Have to agree with you, being detailed, but simple is where mecha can really shine. There's only so many armor plates and shit you can add to an MS before it looks like an engineer just puked something on the blueprint and called it good.

The entirety of ZZ's mecha design was fucking garbage
Even the warships suffered
The only good thing to come out of it was the ZZ and the GM III

Yeah, there was a serious lack of good suit designs in ZZ. It had Zeta's problem (constant introduction of half-baked new suits that appeared only briefly) jacked up to 11 and then combined with horrible color schemes that made the readability problem even worse.
There were just a few good suits (pics related) amongst of sea of "what the hell were they thinking" suits.

A good rule of thumb with good mecha design, or any design, really… is an instantly-recognizable silhouette. If you squint and can still tell what it is, then the designer did his job right. Granted this is using a very specific definition of "good".

Personally, I adore something that seems fantastical in nature (which is already achieved a bit through sheer virtue of being giant death-bots), but is also reeled in and looks practical. I think it's why I tend to favor Gundam and monoeyes in particular. They have a practical, militaristic aesthetic while still indulging my desire for crazy, giant robots.

The Zssa and Kapule speak to me on so many levels. I really wish we'd get a HGUC Kapule.

Personal taste does account for a lot of people's favourite designs, but there is a point where the design is just objectively not very good or outright stupid, like the Gundam in OP's pic.
