is it a bad idea to try improving at art doing just animation?
it's all i really wanna do, and i figure it requires you to draw the same thing a lot of times so it should be good for practicing anything that needs improving.
what's some good software for it?

According to The Animator's Survival Book (a book every animator should read), to become a good animator you must first learn to draw. That means doing a lot of realistic drawing.
As for software, try Pencil 2D or Krita.

Here's the important excerpt from the Animator's Survival Kit anon is talking about.
I honestly think experimenting with animation while you practice drawing isn't a bad idea, but definitely favor learning to draw because you'll get hung up at times without that knowledge.
