Why didn't Umbridge expel Harry after Dumbledore left the school?
She was now headmistress and had the power to do it. (since it was somewhat explained or at least alluded to that the headmaster would have final say on expelling students). And he was proven to have undermined her authority (since he was part of Dumbledores Army and the Educational decree for banning student groups risked expulsion).
So why didn't she do it?
It's still weird to me upon reading this book that Harry just gets off scott free from creating an illegal defense against the dark arts group.

Wasn't the plan to get Harry to get himself thrown out of Hogwarts? It would do more damage to their damage control if they just upped and kicked him out, it wouldn't raised to many questions. That was the purpose of the Dementor attack at the beginning, and it was why Dumblrdore took credit for the creation of Dumbledore's Army, wasn't it?

This book is full of plot holes and tragedies, the biggest one being the fact that it took 5 books to introduce Luna Lovegood. Also Unbridge thought Dumbledore made the D.A group, not Harry and his little carnival of dipshits.
