We've had exactly this thread before, look it up under the name "are strategy games communist" or something.
Overall, they don't really promote anything because they do not necessary describe actual economics, with infinite resources being one of the most obvious and somewhat common things. They do add to the authoritarian view of economics but not only they do make a weak argument they are easily refuted by basic game theory. Most developers do not intend to promote communism and simply copy the game economy mechanics with slight adjustments from similar games or just implement the most basic features, even if with so little knowledge and understanding that they come close to communist "theory".
