Um they fill out the default maps, they add in russia, the balkans, iceland, parts of spain and parts of italy. They have huge teams working on the maps so they update them every so often to add more cities, roads, landmarks etc so it's a really big job, they're working on filling out more of the existing maps too so you'll get more side roads, new cities etc too so it's a huge undertaking

The dlc is mostly cosmetic stuff, but they added Scandinavia and France. But the modders are what make the game so huge
