5 ounces sugar
12 ounces salt (or stump remover, or the crystals in water-nitrate cold packs, any kind of nitrate)
1 teaspoon rust, finely ground
1 teaspoon aluminum powder, again as fine as you can get it.
Dissolve sugar and salt in enough water so the mixture becomes transparent and there are no grains. Pour into a saucepan, turn up the heat until the water comes to a rolling boil and begins to steam off. Do not permit the water to boil violently, it can burn and ruin the mixture. It won't explode but the sugar portion will stick to the pan and it will be a real mess.
As the water boils it will reduce the mixture, as in the level in the pan will halve. Reduce the heat. Then it will begin to pop, at this time use a wooden spatula to mix it, and prevent the popping as much as possible. Add in the rust powder.
Some minutes later it will turn into a smooth creamy mixture, should be a sienna color. Reduce the heat again so it doesn't stick to the pan. Mix the aluminum powder in, make sure to mix very well because the mixture will harden soon. Turn off the heat. Pour into whatever mold you want it to look like.
Congrats it's propellant.
