A certain (Abrahamic faith) is well known for mutilating the phallus of the 8 day old larvae of the herd and I am wondering if this is a thing in Islam. Abraham(a Muslim obviously) was 99 years old when he was circumcised according to the Torah so circumcising an adult is not out of the realm of possibility.

Yes. Adults do get circumcised, usually they are reverts that want to follow the sunnah of Muhammad (pbuh). Although they differing opinions of scholars regarding whether it is strongly recommended or a religious obligation but the concession is that it is a religious obligation.
