Some idiots try to mix Islam and superstition for their own benefit. It's an unfortunate problem that comes up sometimes. I've only seen it happen in rural Pakistan, and even there people are skeptical of it.
Usually the "curse tags" they make have numbers and patterns on them. They don't look like this. OP's pic looks like leftover homework, or writing practice.

It's claimed to be a sermon/letter by the Prophet(saw), which has been mentioned in a longer story/hadith regarding ruqya, but I looked it up and it seems like the hadith is fabricated.
