I would say you're over-thinking it a bit. Yes, we were given the capacity for wrong-doing because we were given free will. We can choose to follow the right path or the wrong one. This doesn't make Allah evil.

Let's say you have a son and you give him a car. He can choose to follow good driving practices or he can speed, ignore traffic signs, and cause mayhem. Neither you, nor the car, are in the wrong. You just gave him the choice.

I believe that it's because of free will.

Free will is what separates humans from angels, and which is why our devotion to God means so much more.
