In Qur'an it is stated that men and women are to protect their modesty. Women specifically are told to cover all but their face and hands when out in public.
As for what makes women not obey Qur'an, that is a question best left to those women. Some will claim that it's "muh libruhl west", but many women in the west wear hijab and some even fight for the right to do so in countries like France, which has banned the hijab.
Some women choose to disobey Qur'an same as some men choose to disobey Qur'an by drinking alcohol and shaving their beards. Since not all women are the same, no one person can speak for all women.

I remember reading a lot of stories of women in areas which were liberated from terrorists taking off their burqas in defiance. They're still dressing modestly underneath, they're just getting rid of the fuckhuge tablecloth that the terrorists force them to wear. Burqas are particularly annoying to wear, because they can get stuck on things and you can't eat while wearing them.
As for not wearing headscarves or similar traditional coverings, you could get away with a beanie and turtleneck if it covers the right parts. There's nothing that specifically says that you have to wear a headscarf or something like it, it's just the most convenient head covering. From what I've read one of the reasons they caught on in Arabia was that boob windows were part of the fashion at the time, and a headscarf can cover that as well as your head.

I think a lot of women wear the hijab as a way of virtue-signalling, without actually understanding the duties and expectations of modesty that come with it. Similar to how Christians will often act like total prats while wearing highly-visible cross jewelry and WWJD bracelets and stuff.

Well the idea of the hijab/dressing modestly is simple. Women shouldn't be forced to wear one and it should be by their own choice. If you understand the Quran you'll know why.
Logically the laws of the Quran are meant to make great civilizations, and keep those civilizations great through laws that make it more politically stable. So the general ideas of all laws is to increase political stability.
The hijab/dressing modestly separates pure women from the whores. Think of it as one of those "organic" labels that many food packages have. It's completely voluntary. If a box of food has the USDA Organic label on it then you know it's not GMO. The same with women, if they have a hijab on/dress modestly then they are pure wife material, and if they do not, we can safely assume they are whores/thots/sluts. A similar thing applies to men, that you should not dress like some YOLO SWAG fuck boy.
Whores cannot properly raise their kids, and as you know from crime statistics a whore is guaranteed to give birth to some criminal/serial killer/school shooter/drug dealer/other whores and they will not contribute to the economy, and be a burden to the nation and it's eventual downfall.
Also assuming this idea, whores should not be allowed to wear a hijab as that is false advertising and someone could mistake that thot for pure wife material and end up getting divorce raped/cucked.

Because it is the natural progression os society. The middle East is moving out of highly religious feudal societies and into more modern capitalist societies. As such the secularization of the Middle East is inevitable as this is what Capitalism does to societies. Capitalism thus builds the foundations for socialism. In which religion will finally be abolished. When viewing society through the immortal science of Diletical-Maeralism you see this is inevidble. For it is Man, not Allah who rules the Earth. And it is the natural progression of Human society to modernize and move away from religion. In parable of good Samaritan, when asked "who is neighbour?" (to clarify "love your neighbour" commandment), Jesus tells of man who is robbed and dying. People who walk by, they are not neighbours. Samaritan (member of another tribe) stops and helps. He is a neighbour.
